In summer 2022 we were running the DESY summerstudent program, and in the DESY CMS group many students joined 3 projects, which were held due to the pandemic fully online.

Out of these 3 projects, articles were publishe on arXiv, and we wanted to have them accesssible as a form of proceedings. On advise from the DESY library, we created a cover page (following the instructions from arXiv). The cover page was approved by the DESY FH directorate.

Since a month after submission to arXiv the page was still not online, and kept on hold. Inquires to arXiv led only to automated mail respnses, until yeasterday the DESY library also inquired.

The reaction from arXiv was a surprise, the page was rejected. Here is what arXiv wrote:
